Fort Sam Houston is the only one within the city limits. Lockland Air Force BaseRandolph Air Force Base, Lockland AFB/Kelly Field Annex, Camp Bullis, and Camp Stanley are outside the city limits. Kelly Air Force Base operated out of San Antonio until 2001 when the airfield was transferred to Lackland AFB. The remaining parts of the base were developed as Port San Antonio, an industrial/business park and aerospace complex.

Economy and Growth Policy

Unlike most significant cities in the U.S., San Antonio is not entirely surrounded by independent suburban towns, and under Texas state law it exercises extraterritorial jurisdiction (ETJ) over much of the surrounding unincorporated land including planning major thoroughfares and enforcing rules for platting and subdivision. It pursues an aggressive annexation policy and opposes the creation of other municipalities within its ETJ. See also about San Antonio Weather and Climate.
